Every time I update Wipr, I notice that ads start showing up until I toggle it off and then back on again. Anyone else seeing this?

Hmm. Not sure why I'm seeing this then. I have a 2020 iMac running Monterey and a 2017 iMac on Ventura and both exhibit this in Safari. I'll update the Wipr extension (with the Extras) and ads will start showing up even though it's enabled. Toggle it off and then back on again and it's good until the next update.

Are you guys quitting Safari before updating Wipr?

I'd say yes, most of the time I quit safari before updating. Or restart after updating, not sure if that's necessary. There is a new version (1.43) that came out a couple of days ago, maybe it fixes things for you? Have you tried opening the app and manually updating the blocklist?

If it's still not working consider talking to the dev (Wipr -> Help -> Send feedback), after checking out the known issues page (https://kaylees.site/support.html).
