It could do 2160p in 14 betas but can't in the general release though it can on the iPhone. It may come back.
Maybe so but iPads, in particular 12.9, still benefit from higher than 1080p resolution.
The 12.9" iPad has a resolution of 2732 x 2048 so a 16:9 video would be displayed at 2732 x 1536 on it. That's ~4.2 million pixels versus just ~2.1 million pixels on 1080p.
