I'm using weather+ app it works pretty good and looks nice if you just want to leave it open sitting on your desk. I'm not the developer it's just what I use.

The same app that's used for the iPhone. As I said,it's universal,works with iPhone and iPad.

There's no official weather app from apple for iPad. It doesn't come pre installed or you can't download it. I don't know which app you're talking about. ‍♂️

My theory is that they don't want to ship apps that are 1) not very interactive, 2) tools only used occasionally, especially on a big screen, and 3) they want to focus on apps that directly tie into their ecosystem.

But if it's on the iPhone then that means all of that satisfies the criteria to have one for the iPad, isn't it?

Read a while ago - when they were about to introduce iPad they hated the look of calc and weather in the expanded iPad screen so didn't. Then there were so many alternatives they didn't bother. I wish they did even though I use other stuff now.

Yeah I tend to stick to stalk apps for most of the things simply because of the OS wide integration.

Nor on the Mac, come to think of it. There's a widget in NC on the Mac, though, and it displays the weather on the iPad's widget screen. Most odd.

It always baffled me as well that they didn't put the below Apple apps on an iPad as they did with iPhone especially with Calculator. I now use the Launcher app in the Notification Center and an URL scheme to PCalc (Lite) app there to quickly get access to a calculator in any app.
I know that nowadays some of these apps can be removed and found in the App Store separately but not sure if you can now download an install them on an iPad though. I don't think so.
* Voice Memo (link to iPhone version)
* Stocks (link to iPhone version)
* Calculator (link to iPhone version)
* Weather (link to iPhone version)

You'll have to look for alternatives see also this recent iMore post like:

Voice Memo = Just Press Record
Stocks = Yahoo Finance
Calculator = PCalc
Weather = e.g. BeWeather 2 or Wunderstation

Agree, I've been missing having a weather app on my iPad since I got my first one years ago. On that note I wish they'd also have a native phone app (with access to vociemails, somehow...now that we have wifi calling I find it a bit awkward to have the calls come through on two different apps on my iPhone and iPad), health and activity apps (perhaps with a more iPhone independent lte watch?

They didn't have a Clock app on the iPad when it first launched but added it later, so who knows?
