It is possible to tether on the iPhone in the USA you just have to jailbreak your phone.

You have to jailbreak. After that, install the sinfuliphonerepo.com source and install "Tethering for 3G/3GS" choose which ever one you have. Then restart and respring your phone and you'll have native tethering settings along with a tether data counter with APN settings configuration all in your settings menu. This is the best method because it's native and it's the easiest. All the other methods are with applications which crash and make your phone extremely warm which is pretty sketchy.
 
I wouldn't downgrade Im on a 3G and if your going to restore anyways just jailbreak. Even if you don't want anything from cydia, if your thinking about selling your 3G, you can unlock it and it looks really good that you have firmware 3.1.2. Plus when you downgrade, aggie is talking about installing a benm tether hack or modifield config file which disables MMS, visual voicemail and in rare cases you can't connect to the Internet. With the sinfuliphone you just install and restart and everything is readily available. And downgrading is pretty difficult as well.
 
You can do it 2 ways, over Bluetooth and USB. With USB you plug in and just click USB only and with Bluetooth you choose the other option and with your wifi off or not it connects to it automatically. Respring I just do it through sbsettings. It's just a restart of your springboard.

I use the AT&T 6.0 Stealth carrier hack. My MMS works and everything else.
