im inheriting a 2009 27" imac,

its a 3.06 ghz core 2 duo
its got 16gbs of Ram

im currently playing on a 2009 13" macbook pro and i have frame rate issues which is to be expected

im currently playing a the lowest settings which im use to, but i was wondering with that computer, running on low setting will my frame rate be any better?

the issue im having is that since my fps is so low (3-10 fps) would the upgraded computer have a better fps so my response time would be better so im not just chilling in fire

Well, here's the comparison of the GPU in your MacBook Pro vs the GPU in that iMac: http://gpu.userbenchmark.com/Compare/Nvidia-GeForce-9400M-vs-ATI-Radeon-HD-4670/m7998vsm8077
Both are very old GPUs now, but the 4670 is way faster than he 9400M in the MBP.
