Hello.

I’m looking to get an iPad Pro 11” and plan to use an exploit and/or jailbreak for some emulation. Is it worth getting AppleCare+ with the iPad, seeing as if something goes wrong and I were to send it to Apple, I’m assuming they’d install the latest version of the OS when they fix it and therefore get rid of the chance for me to continue using the exploit? Has anyone had any experience of this, any way to avoid an OS upgrade when sending it in?

No, don't waste your money on AppleCare+ if you're going to jailbreak your iPad.
