iPhone Would iPhone still download data from icloud back up if not cnt to wifi

Hello all with an iPhone still be downloading data from iCloud back up if it’s not connected to a Wi-Fi. Let’s say I am downloading data to a new iPhone from an old iCloud back up and I walk out of my house and I keep it on my 4G would it still be downloading and will i lose data or is it only downloading when connected to Wi-Fi
