I guess this isn't actually possible for whatever… exasperatingly valid reason. But if it actually is possible, somehow, then -- if someone could make an iOS app that allows me to plug in my wired headphones to my phone or iPad and have it bluetooth-detectable as "wireless speakers" to devices like my AppleTV4, that'd really help me out. Thx.

I would happily pay $4.99 for a really-well-working iOS app that did this.
 
You can do it if you are jailbroken with Airfloat or something similar.

You should fill in a feedback form to Apple requesting it as a feature for AirPlay / tvOS.

Oooh, great. Thank you! Maybe I will jailbreak for my iPad, then.

Honestly I really did think that there would be some technical limitation in the way of making the device's bluetooth act in some particular way.
And I'll put in a feature request to Apple. But I'd imagine they don't want something like this stepping in the way of their Beats headphones sales, and I would bet that's one big reason why there isn't (doesn't seem to be) an app like this in the official store.
