Have I found a new bug in Boot Camp? When I'm on my Mac, let's say the clock says 4:00 PM, which is correct. I boot into Windows, and the Windows clock says 8:00 PM, 4 hours later than it should be. I fix that, reboot into Mac OS X, and now the Mac OS X clock says 12:00 PM, 4 hours too early. Interestingly enough this 4 hour offset is exactly equal to my current offset from GMT (EDT = GMT - 4). This occurs when neither Mac OS X nor Windows has an Internet connection. I have not tested connecting Mac OS X to the Internet but not Windows, or vice versa.

There seems to be an issue with boot camp in regards to the time in OS X. When I messed around with boot camp months ago I had the same issue.

Apple has addressed this issue with Boot Camp 1.1. That said, I still seem to have the same issues even with the updated drivers.

Yes, they fixed it, but only if you have an active Internet connection. If you're not connected, like I was when I was testing, it still doesn't work right. I'm using Boot Camp 1.3.

I had this same issue. Obviously, your problem is due to your lack of internet, since i believe the bootcamp update's fix to this problem uses an internet connection to check time zones, etc.

I think for now you are just SOL.

Before the update, I got used to changing the time back to normal in xp, just double click on the incorrect time, and it should correct itself, regardless of an internet connection. It takes virtually 2 seconds, so it isn't a huge deal.
