For regular folks, yeah, today is basically the day. Most of the other folks there will use Apple's coat-tails and announce their stuff today as well. the rest of the event is made up of conferences, lectures, seminars all sorts of presentations to introduce developers to new technologies and methods and to build their abilities in current applications.

The Keynote will start around 10am USPST (3am my time) and once it's over all the information will go up on Apple's website. A stream of the keynote will be made available a few hours after it has finished on Apple's Quicktime page.
