To use the MacBook Pro's monitor? I haven't seen a way at all to use the MacBook Pro's monitor for anything besides using it as a monitor for the MacBook Pro.

You could search the forums, as there are many thread on this issue. Anyway, I don't think there are any cheap ways to do it, but the cheapest I know of is El Gato's EyeTV Hybrid ($149 USD)

Not just any TV tuner will work, it has to be one with zero latency.
