Is there a way to view XCode Doumentation (Help -> Documentation) without starting XCode and not using internet?

It's just HTML. Go to /Developer/ADC Reference and open index.html in your favourite web browser.

If you mean in the custom XCode browser with all the searching and stuff: no, it's part of the XCode executable.

There are doc browsers out there too

Btw why? You have to install Xcode to be able to view the documentation, so why not run it?
