Hi,
Is it possible to flash XFX R7950 for Mac Pro 5,1 (2010) to get boot screen?

Mac Pro 2010
2x X5680 3.33 GHz Processors (130W each)

XFX R7950 need at least 217W, so will it work with / or without flashing it?

The rule is that almost all XFX GPUs are not Mac compatible, only some rare XFX GPU models works with Macs. Flashing don't make an incompatible GPU work or make a GPU that needs more power than what the backplane can provide safer to use.
