XS Max - Can't use Hey Siri to make calls in 2011 Subaru Outback

My wife owns a 2011 Subaru Outback. She was able to make phone calls from her 6 Plus by pressing the home button to invoke Siri. She just purchased an XS Max, but is unable to use Hey Siri to make phone calls while driving. It does work, however when the engine is on and she is parked.

So the side button (power, screen on/off, Siri, Wallet) doesn't work?

Does she have Do Not Disturb While Driving enabled?

She’s not sure what she did to make it work, but now it’s working. Go figure.
