I was planning on buying an Xserve 3,1 would I be able to put an Intel I7-990x@3.47Ghz and side-load a newer macOS?

I have tried this to no Avail. When I hold the option key a blank screen shows up with just my Mouse cursor. And if I don’t press the option key it acts like it’s reading the USB (light flickers) when the “missing files” pops up but nothing happens.
