Little Snitch by default is setup to allow all the Apple connections in the name of having a smooth running system. Sometimes when I update Little Snitch, the rules I turned off get added again to allow Apple to phone home. Disable them and you will notice that Apple tries to phone home all the time, especially to iCloud (which I don't even have configured).

Note that disabling Apple from phoning home breaks some stuff - for example I have to choose "About this Mac" twice to show that window with Little Snitch set to block that particular connection to support-sp.apple.com

Little Snitch shows no such activity for me on the public release.
