You cannot manually add photos with your PC?

I got the icloud control panel for PC, thinking I could just drop some photos into the folder, but alas, they do not show up on my iDevices. Is there a way to do this?

Should be an upload folder.

I placed images in my upload folder and they now appear on my iPhone, but do not appear on my new iPad. Both devices have iCloud and Photo settings matched to use iCloud for Photostream.

Any ideas why they're not showing up on my iPad but are on my iPhone?

Update: It seems if you have your cellular data enabled it won't stream photos. Once I turned off my cellular data link, the photos appeared- must have needed a "wifi ONLY" connection?

Interesting, but that hasn't been my experience.
