How much knowledge do you have in the first place regarding web design?

Do you know any HTML/CSS/Flash/Actionscript? Depending on what you know, and your interest in certain things helps shapes what kind of advice you will get...

If you know any of these, see if there are any opportunities to move to the web division of the paper you're currently working for. Since the company already knows you, you might have an easier time of it than quitting and finding a new job

The longer your employment lasts at this job, the better your resume will look to future employers.

 or finding a new job and then quitting ;)

Always easier to get a job offer if you are still working at a job now, otherwise starts up the dreary "why did you leave?" not to mention assumptions that your answer is a lie.

While in school i created many multimedia projects and sites in flash with some action scripting.... i also have minor knowledge of html/css... created a few projects using these.... also my newspaper is small, and the website is run by corporate... no 'web division'... i do as much as i can with site... which is creating jpgs used for buttons on the site...

any ideas on how to get started free lancing either?

Yes,

The best thing you can do is create a portfolio of what you can do. If you want to design web sites or design user interfaces or create icons or whatever you need to put up a web site showing you know what you're doing. Write on your site about current tech and design trends and then when you're done put out your resume and start talking to companies who do what you want to do and see if anyone is interested.

Half of my income comes from freelancing, the other half from a part-time job two days a week.

Freelancing takes a long time to get going. I've been doing it for nearly a year now, after doing design work for a decade, and I'd still make much more money if I were working full-time. It's like looking for a job and sending out resumes and your portfolio every single week. You send them out, and they get ignored. Eventually someone responds, and they're a total flake or want you to work for free. Eventually you find someone who pays, and it's a good check, and just like that you've spent the money on supplies, bills, or food. Then you keep at it, and get more rejections and find more flakes. Then you get another small job. Then you realize you underbid on the job, saying you'd work for $50 because you needed the cash, when you are struggling to do the work and it's going to take you about 20 hours (great, $2.50 per hour). Then you find a good paying freelance job for $700. But after doing the work, it takes them five months to pay you.

Getting the picture?

Oh, and no benefits. No insurance. No 401k. Nothing.

Yes, there's freedom in freelancing, but be prepared to work hard and take a long time to tough it out.
