Your Index Bounce Rates

I'm not sure, since I am just translating into german, but I think it means the number of times someone requested the site/file but fail to recieve it. I which case that would be bad.
I have a 0.46% 'bounce' rate on my homepage. And I think thats because of my testing.

Actually it's how many times people enter your site at a the home page, and then leave from that same page without looking more at your site. It's part of Google's Analytics.

It's hard to define normal in this context. I have high bounce rates on a lot of my pages, because I will link to specific pages in my site for specific things on forums and the like. I get between 400 to 1000 unique hits a day, most of them coming to download Blackberry themes or read an article of mine that made Digg or now to download a Wordpress theme I just released. On those types of pages, I have a 50%-70% bounce rate, and I'm fine with that because I know they came to the site for a specific purpose. If roughly half of those (on a good day) happen to venture elsewhere on my site, that's good.
As far as my root, my bounce rate for the past 7 days has been 48%. I think that's mostly because people will jump onto my site to read my blog (which is the root) and they have no reason to go look at the other pages. So I'm fine with that stat too.
So that's in my context. In another context, if I were actively trying to pull people into my site for business or whatever, I don't think I would like that stat.
