Since I upgraded to Sierra on my Air this past fall, everytime I try to watch something on YouTube, the video freezes and I get the dreaded message that "the site is non-responsive, do you want to kill it or wait"? If I'm just looking at sites, it sometimes freezes. Is this a problem with Sierra or my computer?

Wrong forum :)
Seems like there's a steady flow of macOS/Mac threads appearing in the iOS 10 forum for a little while now--it wasn't like this before, just in the last couple of months or so. I wonder what's driving that--there's certainly people just making mistakes, but it almost seems like there's something somewhere (like in some app like Tapatalk or something similar) that is defaulting to this iOS 10 forum for some reason.

10.x.x and 10.x.x. Not confusing at all!

To the OP: A lot of possibilities for your issue. Have you tried in another browser?

iOS and macOS. Again, this mostly started to the degree it has been recently only a couple of months ago or so, while the same forum sections have been around for months before that, it would seem it's something beyond just that.
