YouTube on iPhone - Will All videos eventually be converted?

Apparently only 10,000 were available at launch, and they are expecting to have all the videos converted to an iPhone friendly format by this fall?

Is this true? Seems like an absolutely ridiculous amount of videos they'd have to re-encode.
