I think he means to convey that since it will be preinstalled, it will have to have been in development for awhile to ensure that it was on the phone before it got packaged up and started shipping.

Exactly. I have been wondering if the iPhone will require an immediate software update via iTunes (hence the iTunes required for full activation) in order to get the YouTube functionality, meaning it was a new feature, not something they just decided to release. This answered that question.
