I downloaded a video from youtube, but when I connect it with my iPad, it does t fill the entire iPad screen. In the top and bottom, there is black bar. How can I move it?

While the video is playing, double-tap the screen, pretty much anywhere. Use your finger, tap twice on the screen in rapid succession and the video will expand. Double tap again and the video will go back to letterbox mode.

Or use handbrake which is completely free.

You have to realize that if you don't have a video with the same 4:3 aspect ratio as the iPad you're going to get black bars top and bottom.

A widescreen video that has an aspect ratio of 16:9 is never going to fill the screen unless you double tap on it while it is playing. The iPad will then zoom in and crop off the sides to fit the screen.
