Picked up a pair of Yubikey 5C NFC keys.

Here's the weird part:

In mobile safari, within Twitter settings, and at least one other website, I can add/associate the yubikey and it is discovered instantly.

However, once I log out and log back in with mobile safari and it prompts me to use the key, I never get the safari/ios popup nfc scanner to use it, and tapping to my phone does nothing.

I have:
1. Verified that it is properly associated by logging in via laptop + USB-C port
2. Tried rebooting iPhone
3. Removed case, though that shouldn't matter since it associated instantly with case on
4. Turned off all safari adblockers/etc

I'm stumped. Why can it associate and find it so instantly when setting it up, but then in login flows it fails to kick off any discovery?
