I have a new 2016 MBP and could feel a tingle from the metal frame when charging, but not when running on battery. Curious, I put a digital multimeter on the USB C cable. The shield (the metal shell on the exterior of the plug) shows 35 to 50 Volts AC to ground when the power adapter is plugged...
The "Battery is not charging" notification appeared, leaving the indication light of the charger green instead of the orange light with 80% battery capacity left. Things I've tried:
- Reboot --> not a solution
- Reset SMC --> not a solution
- Reset PRAM --> hey! This actually helped ... for 1...

So, I'm super uncomfortable buying third party power adapters (fire hazard and such) but I don't want to spend $80 on a new charger for my $300 computer.
Any ideas on a safe third party alternative - or a "known good" seller on Amazon or Ebay?
