I don't know if this will help, but have you tried updating to 10.2 beta? It couldn't get worse right?

It most certainly get worse.. Beta software is not optimized for public use, therefore battery focus isn't a top priority. So unless the root cause of the OP's issue is found, 10.2 beta could amplify the issue.

I did try updating to beta. Unfortunately it didn't fix the issue. However I haven't had time to really get it yet buy I changed my Apple ID password and so far my iPad seems to be fixed. I'll have to test on my phone today.

While battery could get worse...most beta's outside of the major summer releases have solid battery life ussually.

I had this issue about a year ago. When I would log out of iCloud account the battery drain would stop. Then I figured out if I log out from my iCloud in my Apple TV and left my iOS iCloud alone the problem was fixed also. Bizarre but it worked. Hope this helps.
