Apple expects >50% of all iPhone 15 buyers to replace their 2020 iPhone 12 & older.
From that perspective the iPhone 15's specs makes sense.
I'm coming from a 2021 13 Pro Max to a 2023 15 Pro Max, 3 of 10 phone users.
If I knew COVID would ground me from Q1 2020 to Q1 2023 I could have kept my 2017 8 Plus until 2022 14 Pro Max.
Yearly upgraders are 1 of 20 phone users.
