I used the springs from the white standoffs everyone say they work.

I used standoffs from old Compaq Presario.

So far, on the machines of mine that I have looked at, the only things I see that resemble a smaller heat sink with standoffs is this smallish heatsink that has two metal clips holding it down--pretty much identical to how it is on my 1,1 model Mac Pro.
 
Hello Hope you get to fix your brother's cMac Pro. He's very lucky to get one at no cost. As far as I know it's seldom that the northbridge has heat issues in these towers unless it was used heavily with too much ambient heat.

Yeah - as he's the third owner now, I wouldn't know how this machine was used. I'm sure, though, that it could have been slightly abused in that regard. Hopefully I can just get in contact with that guy who recommended stand-offs that ended up working well--and then some.
 
Those eBay items are heat sinks for previous gen Mac Pros. I have provided you a picture of your CPU tray and pointed to NB heat sink.
