Technically isn't turbo boost a form automatic overclocking? It ups the speed when it can and brings it back down when there is too much heat.

Yeah, but the 15" MBP would throttle below its default speed, and if Apple hasn't improved the cooling solution on this iMac, that is also a possibility with the 9900. Time will tell.
Are you really comparing a 15 inch mobile device to a 27 inch device with much more cooling capacities? Remember that the whole aluminium back is used for transporting the heat - and even then, users were complaining/worried about that the back gets so hot. It‘s as they think that Apple engineers do no testing and have no idea what they‘re doing, really.

Are you referring to the throttling pre-software fix or post? When the firmware update was implemented saw a lot of throttling complaints drop.

But Apple has dropped the 3TB Fusion Drive option with the 2019 model

3TB Fusion Drive is still available except for the base 27" model.
