The 16" 2019 MBP and the 13" 2020 MBP have the same magic keyboard. As for Thermal throttling that was solved with the 15" model and there are plenty of articles to back that up with hard technical data. On that note all CPUs have a sustained and burst speed, once the CPU heats up it will drop from the burst speed to the around the core clock speed which can be sustained, Mac and PC are no different in this regard.

If you buy the 2TB model the read/write speeds are 2700 MBs / 3200 MBs, far higher than anything in the review.
Are read/write speeds even faster with the 4TB version?

(I can't believe that they would be)

I recently watched a Linus video about MBP 13" 2020, where he told that he don't recommend to buy MBP 2020 because of thermal issues. I think he got defective unit. I got my MBP 13" 2020 a week ago, and it pretty cool and silent, except of running heavy load benchmarks or render something.

Update 2: Been testing multiple scenarios with 10.15.5 installed. I can re-create the overheating every time with the following scenario: MacBook connected to LG UltraFine 4K Display. Participate in a Microsoft Teams call with the organizer sharing their screen. Microsoft Outlook open, but minimized. The Microsoft Teams window is displayed on the LG UltraFine 4K display. The overheating (fan turns on, computer is very warm to the touch) begins within less than a minute after the call starts.
Teams is a garbage app written in Electron and it's not optimized for any platform, so CPU demands are high when on video calls. It's not a problem particular to your computer or even to the Mac version of Teams.
The computer being hot with the fans running is not an indication of overheating.

The 2020 13” MacBook Pro runs quite hot as it is aggressively tuned. You see that PC laptops like the Dell XPS have less aggressive tuning and therefore run cooler (but also run slower).
