3G Restricted iPad?

Will the same 3G restrictions of the iPhone be applied to the iPad? I can't imagine someone trying to stream a Youtube vid just to find it unwatchable via 3G on a 9.7 inch screen. And what about SlingBox?

If so, I wouldn't advise anyone to purchase until a Jailbreak is made for it.
