Will Intel 655 run at 5120x1440?
I am looking at a 2019 MPB with the Intel 655/Radeon RX580
No. Only 10th gen Intel CPU has Intel graphics that can do > 4096 wide on a single DisplayPort signal connected display (LG UltraFine 5K does 5K using two connections of 2560 width over Thunderbolt).

Has anyone checked the macOS 11 beta yet?

It seems like Apple's ARM-based Macs that will be releasing in the Fall will have no trouble running higher resolution displays, unlike their Intel counterparts. I would wait and see (if you can wait) if the ARM-based Macs can run these higher resolutions.

MacBook Pro (13-inch, 2016) has old Intel graphics that can't output width greater than 4096. Only new Intel graphics in 2020 MacBook Air or MacBook Pro will support output width > 4096.

You can do a scaled 5120x1440 and output that as 3840x1080 but that's not what you want on a 5120x1440 display.
One horrible solution is run macOS in a virtual machine in Windows or Linux with a virtual display.

Maybe 4096x1440 with vertical bars on the sides is possible? A 4096x1152 timing would allow the most pixels at the same aspect ratio of the display. Either of those options requires the display's scaler to allow those timings though...

5120x2880 mode on an LG UltraFine 5K display uses two 2560x2880 DisplayPort 1.2 signals over Thunderbolt 3. This can be seen using output from the AGDCDiagnose command (at least the number and type of connections is shown).

Big Sur might have a fix for some Macs.
