I'm doing this and still getting errors. I'd hope it wouldn't be as bad as though with existing accounts. 🙁

Yes. Can't order through either AT&T or Apple. Getting more and more disgusted by the minute.

I ordered 4 iPhones (separately due to the constant problems) earlier this morning from Apple's Store -- all of them show up in my account but not one single e-mail yet. 😱

Finally order mine in the AT&T store near my office. Have been trying order via Apple store since 4am Eastern time and not working out.

The only way I was finally able to order one was through the Apple Store app. That was on about the 5-6th time trying that method (can't even begin to count how many times I tried through apple.com and att.com)...it'd always get to where it was validating my eligibility and then the app would crash. You all who are still having trouble through the websites might give that a try.
