To me it is. Because it wasn't like this before. Try the same thing with other IM apps i.e. Whatsapp or Viber. They close normally and will relaunch on conversations list not like stock Messages app.
Just because other messenger apps have a specific behavior, doesn't make the behavior of Apple's messenger app a bug. I think this is intentional. I don't know about you, but sometimes I'm not paying attention to the apps I'm closing out, and if Messages is one of them, as soon as I relaunch it, its exactly where I left it before I accidentally closed it.To me it is.
