I had the activation problem with my iPad 2 3G . I had updated via wifi.
Apple support suggested I remove the SIM card and restart the iPad or that I try iTunes. Neither approach worked. Eventually Support suggested I do a forced factory restore which I did and this worked. I had done a backup before updating so I lost nothing. To do this I held the power and home. Buttons down until I saw the iTunes logo, not the Apple, I then connected to iTunes and chose Restore. The new iOS downloaded, installed and activated. It took a while. I then recovered my apps etc from the backup. I was impressed with how Support, using chat on my Mac, stayed with me for a long time until the problem was solved.
My iPad 2 seems smoother, faster and more stable. I am glad I updated. Not sure if this is due to the new iOS or to the fact I did a clean install.
