My 9.7’ 2017 iPad finally runs smoothly on iOS 11.2.5 (I’ve tried iOS 11.3 on beta and it felt a little smoother). However, given that this iPad shipped with iOS 10 and has received it’s first update with iOS 11, I’ll be keeping it on the last build of iOS 11 moving forward. I’ve had enough of Apple’s six months of lag and bugs before 6 months of acceptable performance before we reset the counter at WWDC and go again.
I picked up a nice little Bluetooth 4.0 keyboard case for my iPad and combined with the performance on iOS 11.3 will be a perfect little combo for me for the years ahead. This iPad does everything I need it to and I don’t need Apple crippling it with iOS 12, 13, or God forbid 14.

I use both Affinity Photo and Luma Fusion on my 2017 iPad 9.7 and they run brilliantly. No complaints here, and fantastic apps too.

There is quite a large performance difference in performance depending on the workload. The ram itself is very minimally reserved to handle gpu functions of the display refresh rate. Most of that ram is for better multitasking capability with the larger applications like Affinty Photo and Adobe.
I use both Affinity Photo and Luma Fusion on my 2017 iPad 9.7 and they run brilliantly. No complaints here, and fantastic apps too.
