You find a suitable ipcc file. And install it on your phone by option clicking "restore" in iTunes.
"But the ipcc file is all greyed-out" you say.
Ah, but if you open Terminal (the command line)
and enter the command "defaults write com.apple.iTunes carrier-testing -bool TRUE"
and then restart iTunes.
Then it won't be greyed-out any longer.

regarding the "greyed-out" ipcc, i briefly had that issue and it wasn't because of the default write. the default write line just lets you option click restore to be able to choose the ipcc. the reason it is greyed out is because the mac thinks its a zip file. if you go into terminal and do an ls, you'll see that there is a .zip tacked onto the back of the filename. i did a "cp ATT_US.ipcc.zip ATT_US.ipcc" and itunes now let me install.
