Alternative keyboard message popping up every time

I didn't have this problem initially after updating to iOS 11 Pb 2.

After I reset all settings, however, this started popping up every time. The only ways around seem to be to either install only one keyboard or hold the globe-button and select then.

I erased and restored from a previous backup and no longer get that message. No idea what happened to make it go away.
