I don't get the feeling the OP was attacking android for these problems. It seemed like he/she was just asking for a fix.

It is fast and it has better functions than Safari on ios
- fit text at your specified font size (no need for side scroll)
- set user agent
- flash plugin
Nothing is wrong with it. I just don't like the way it looks and the lack of full screen mode.
Have you really explored the features of S4? Maybe you should do this first before starting this thread (unless maybe you dont even have the phone to start with). samsung browser is full screen mode by default.

Chrome is full screen. iOS 7 Safari is full screen.
The Samsung browser was that awful looking navigation and address bar lingering at the top, taking up space.
If you know some way to make it vanish completely until I need it, please let me know.

Because, as has been pointed out, than isn't really Chrome. It is Safari with a new UI and a few tweaks.

I am an Android user. I sold my iPhone after I got my Nexus 4 and recently got a new Nexus 7. I love both of them. And yes, I feel the need to preface what I am about to say with this because otherwise you might think I am an Apple fanboy, so I am putting that to rest now. And in my experience on these forums, without prefacing a comment with this when the comment has even the slightest negative thing about Google, all them sUpEr hArDc0r3 fandroids will jump on your balls.
Who cares? If it is just Safari with a Chrome-looking UI and Chrome-centric tweaks, why does that matter? It is smooth, fluid, and offers all of the great functionality we expect with Chrome.
If I want to open an incognito tap on my Nexus 4, I can do it. Same thing on my iPad. If I have tons of tabs open on my Nexus 7 and need to scroll through my tabs horizontally, I can do it the same way on my iPad. If I open a tab on my desktop, Chrome on my iPad and Nexus devices tell me what tabs are open on my desktop. All the basic features are there. Who cares if it is based on Safari? What matters is the functionality and user experience it offers. And it offers a much better user experience on iOS because of how fluid and smooth it is.
The average person won't go "ZOMG !T D03$N'T RUN TRU3 CHR0M3 3NG!N3!!!!!!!!" The average person just wants a smooth web browser with good and practical functionality. And if running Chrome functionality on top of Safari brings the desired result, then so be it.

To OP, try boat browser. It is more fluid than Chrome and offers some nice functionality. Not as in sync as Chrome, but its performance makes up for it in my mind.
Stock browser on my GS4 does not do full screen. You sure you aren't thinking of chrome.
My stock browser doesn't do full screen either. Chrome does however.
It's performance is not as smooth as iOS Chrome, and no where near Safari, but I'll live. Chrome is fine and I am using it now.
Yes he must be thinking about either chrome or the stock android browser. Although there is an option for full screen under accessibility in the Samsung browser but it only hides the status bar.
The point is that using Chrome on iOS as proof that Chrome works on mobile is about like throwing an IE UI and some tweaks on top of Safari on iOS and then saying that I gets a fantastic score on the html5 test. It is a lie. It is less for the idea of using it or not and more for the idea of being honest.
