Sorry, I have just seen my mistake. I said that IEEE have made it a standard, I meant IEC.

This is not a 'proposed' term, it's an international standard.

Thank goodness I have noticed that it has reached down to schools and colleges. I know it has been taught at my university for a while now.

The IEEE is part of the IEC.

And it IS a proposed term. Just because a few standards organizations got together and said "you should call an apple an orange" doesn't mean an apple is an orange.

The US courts believe that a GB is 2^30. Obviously it's not quite standard everywhere.
