The only reason why I would suggest DW over Coda is because many (most?) people that have a recent version of Photoshop probably also have Dreamweaver anyway.

I have Dreamweaver but choose Coda over it because of the heavy feel that DW has. Coda's UI just makes things much smoother for me.
 
OP, the short answer to your question is...NO.

Maybe Dreamweaver version 27 in the year 2127...but until then you have to become a bit of a "code monkey."

Imagine if we had to "Code" Photoshop or Word Docs...!?
 
The best software is between your ears. Take time to learn what options are and how to do them. Saying that Photoshop and Flash dictate what you are designing is ludicrous.

The best way to design a website is to get a pen and paper and start doodling. Then convert that to photoshop, then convert that to CSS.

Art and design is an iterative process, you may have to disregard lots of ideas until you get to something you really really like.

But if you go straight into CSS and Photoshop, you are going to not be thinking about what would look good, but what would be easiest, or what you can use blending effects and layers to achieve.
