Any regret not choosing WIFI or WIFI+LTE iPad PRO?

Yes but it is killing battery power of my iPhone 6s+ quickly.
Moreover, the location of photos taken by WIFI model might not be as accurate as that taken by the WIFI+LTE model. Possibly same thing for the Map app. Perhaps somebody who have both models could comment on this?
Not for me. I had a 7 plus and now a 8 plus. I purchased a Ipad mini 4 through AT&T with LTE. I just canceled the LTE service on the iPad. My phone and iPad are never very far apart. So I thought why have LTE on two devices so close together. No noticeable battery drain for me using the hotspot on my 8 plus with my iPad.
Replace the battery in. Your 6s or buy an external battery pack.
My iPad rarely leaves the house so a 4G isn't necessary and has a big price premium. Further more my phone plan has a 30GB allowance and free roaming in many countries. Its perfect as a hot-spot.
Due to the nature of my work I needed the LTE model. I remote into PCs for support from pretty much anywhere and I didn’t want to mess with personal hotspot.

I have wifi only iPads. I had decided my next would be LTE but I don't know. I only need LTE on it once every couple months, and Hotspot works really well. Tonight at a hotel with wifi you have to pay for, I've instead been tethering three iPads simultaneously to my phone! I really can't justify the LTE iPad.
I have a WiFi + LTE iPad Pro and I don't regret the purchase. But I'm seriously thinking about ditching the LTE on the next iPad. The difference in prices is not that huge and I have no additional costs for the second SIM but I noticed that I barely use the integrated LTE. Most of the time the iPad is used at home, a few weeks per year in Hotels with their WiFi and a VPN connection... and for these rare moments without WiFi I could easily use a Personal Hotspot.
My first iPad had LTE and I rarely used it. I eventually canceled the service, and my current iPad is WiFi only. Very pleased with that decision the second time around. LTE is unnecessary IMO, unless your phone plan is without hotspot. It is definitely nice to have hotspot on my phone. That does come in handy.
All iPads I've ever purchased have been wifi plus cellular. In my opinion, an iPad without cellular data access as a backup is paperweight. I get 1 GB for free every month with AT&T so it's nice to have the backup if I don't have access to Wi-Fi, which 90% of the time I do. My work has it, my car has it and my house has it. Other places that don't, I can use the data. It's a nice plan B. The cellular iPad is worth the extra money. I picked up my 10.5 for only $429, cellular unlocked. 64 GB AND Rose Gold.

For me it’s been wifi only. I have a dual sim android phone with excellent battery optimisation (moto z play, 1st gen, for those curious; I also have the battery mod for it). I have a sim which I use only for data on it with an allowance of approx. 30 Gb per month. And I tether all my devices to it with no significant impact on battery life. When overseas, I just buy a local sim and use it the same way. I don’t find a need to have the LTE version of the iPad. Btw, I use the iPad Pro 10.5.
I bought my 10.5 Pro WiFi to replace my 11” MacBook Air, so not having LTE doesn’t matter as the MacBook Air didn’t have LTE either.

I've been buying the LTE version since the iPad 2 and have never regretted having the flexibility. I also like the dedicated GPS chip in the LTE versions, though it's hard to say that's a deal-maker or deal-breaker. The $10/month access fee VZW charges me is not a factor.
I think that if you need the LTE flexibility, you already know it. If you have to ask, you can probably get along fine on wifi, recognizing that you can use your phone as a hotspot in a pinch.

Battery is one of the reasons I like having cell access on my iPads (both), but really, how often are we away from an AC plug? Even the commuter rail trains I ride have AC outlets.
Photos - I have scanned things with my iPads, but I have never in all these years taken a photo with an iPad. The Pro line has changed this, but the cameras in the iPhone are far better and far more convenient to use. I can tell you that location functions with the LTE version are as accurate as an iPhone (no surprise). My wife's wifi-only iPad doesn't come close to that accuracy. But as I said, that hasn't been an issue for either of us. YMMV.

If I turn off LTE on iPad or have it on but do not insert the SIM card, will location of photos and Map be determined correctly by the GPS? Is the GPS always on even under the above stated conditions?
I believe GPS reception is independent of the LTE radio, but I can't guarantee that.
My 9.7” Pro saved me during Hurricane Irma no internet no power but I had Sprint LTE working on my LTE IPad Pro from my balcony.
Contacted family friends watched news, social media, banking, FEMA and Insurance claims. Every agent wondered how I did everything so Fast. I said I used my iPad on LTE while no one had internet or power.
There’s WiFi everywhere.. fire up the vpn and off you go. I can’t remember the last time I had to use my hotspot
I guess one advantage of having LTE is that people don't have to worry about security when doing online banking using their iPad.
