Moreover, the location of photos taken by WIFI model might not be as accurate as that taken by the WIFI+LTE model. Possibly same thing for the Map app. Perhaps somebody who have both models could comment on this?
I've been buying the LTE version since the iPad 2 and have never regretted having the flexibility. I also like the dedicated GPS chip in the LTE versions, though it's hard to say that's a deal-maker or deal-breaker. The $10/month access fee VZW charges me is not a factor.
I think that if you need the LTE flexibility, you already know it. If you have to ask, you can probably get along fine on wifi, recognizing that you can use your phone as a hotspot in a pinch.

Battery is one of the reasons I like having cell access on my iPads (both), but really, how often are we away from an AC plug? Even the commuter rail trains I ride have AC outlets.
Photos - I have scanned things with my iPads, but I have never in all these years taken a photo with an iPad. The Pro line has changed this, but the cameras in the iPhone are far better and far more convenient to use. I can tell you that location functions with the LTE version are as accurate as an iPhone (no surprise). My wife's wifi-only iPad doesn't come close to that accuracy. But as I said, that hasn't been an issue for either of us. YMMV.
If I turn off LTE on iPad or have it on but do not insert the SIM card, will location of photos and Map be determined correctly by the GPS? Is the GPS always on even under the above stated conditions?

I believe GPS reception is independent of the LTE radio, but I can't guarantee that.
