Looks like the Fusion Drive is responsible for the slowdown.

Ordered the Mac Mini Server (yes yes I know the mid is a better deal but I need the storage as it will be used as a headless server, and buying a 2nd HDD and importing a 2nd HDD cable pretty much breaks even anyway!).
Ordered with the 2.6Ghz upgrade.
Currently shipped (from Hong Kong).
Should get it on the 6th......
Crucial RAM has arrived and is ready and waiting
Was going to order a SSD but wont bother now since it will be a headless server so wouldnt see the benefit of SSD in most cases, will stick with the extra storage space!
