I'm not sure. Do you mean are they displayed in Download Activity? Or do you mean are the tabs opened on launch?
If Private Browsing is enabled, a command-q does not seem to save the current tabs and does not restore when relaunched. So if you are viewing a video in a tab it will not be displayed when launched again.

Open any video file directly with QuickTime or any other video app you want. Start playing the video file and then quit the app while the video is still playing. Now reopen the app and Lion will resume video playback.

On mine, when I click play, and the video is playing option-command-q quits Quicktime and when relaunched the video does not start again. Normal command-q, the video is ready to play at the stopped location when Quicktime is relaunched.
 
Yep, and I would have 172 icons in the Dock/AppSwitcher, because I haven't closed a single application since my last reboot.

And actually not even then! Lion autosaves/reopens your running apps between reboots too!

So you can change that to "I haven't closed a single application since I bought the computer" ;)
