I have two phones, both iPhone 7, that are stuck on this when trying to do the update.
I have three devices- a iphone 7 plus w 256gb, a SE w 64 gb and an iPad Pro 128gb.
All w 10.2.1. Spectrum top tier wifi. All 3 devices hung on verifying update. After repeatedly hitting wake button, SE has completed install 10.3.1. I still can't get install to go OTA on iPhone 7. I've removed install file. Had to use vol down button and wake sleep button to do cold reboot to get use of phone. Something is screwy on this update or my Spectrum connection is screwed up. I do not have PC with iTunes. My laptop is running xp pro. Apple Store is 20 miles from my home. I am just glad I could unfreeze phone and pad using cold reboot. I really thought I had a bricked 1000 buck phone. Whatever is wrong I've installed updates OTA from 10.0 up on iPhone never an issue. SE from 9.0 pad from 9 never issues until 10.3

It's most likely a space issue as well. I recall updates without desktop require like 1 gig of free space. I was stuck on that screen to for days. Just kept starting over. I checked my storage. Saw I was under 700mb in space. I clear a ton of data and tried again and it worked. I think the restarts were working for people because they most likely freed up OS temp space. Just enough to get the update through.
So clean your space. Cmon. Do you really need those pictures ;) of the dog in triplicate?

iOS 10.3(.x) still supports 32-bit apps and installs and runs just fine on devices that have such apps (and even on 32-bit devices that support iOS 10, which only have 32-bit apps on them).
