Yeah, it’s pretty bad and it’s definately a hardware issue. Just too bad apple won’t recognize it...
I get why, as it would be a HUGE cost incurring fix, but it also means I completely lost confidence in Apple. No reason to pay extra for the nice hardware anymore...

Almost all large ipad’s suffer the issue, but especially the gen2 12.9” is hit....

iPad Pro 12.9 3rd gen x2 Dev 4 Beta and other with PB3. Works plenty fine. Minus trying to place the cursor before something while typing and it refusing to do so but that’s about it with my fingers.
 
My 2nd gen iPad Pro had this issue in iOS 12, but it has gotten worse in iPad OS13 Public Beta 3. It does it on ost apps but seems worse on Safari.

I would use Feedback to report this issue, but I had to reset my iPad to factory settings because of a problem I caused, and when I got back up and running iPad OS 13 that app was gone and I haven’t been able to get it back.

edit: I found the Feedback app and have reported this issue.

Since I installed dev beta 5 my touch unresponsive issues are gone. (Ipp 11) With previous betas I had issues every day & had to reboot to temporary solve it. Since the installation of beta 5, no more reboots were needed. Hope the issue will stay away.
 
It’s still hot garbage. I’m not taking it to an Apple store though because I doubt they’ll look at it running beta software. Probably will restore from backup to iOS 12.

Replace “at times” with “most times”. Must be a hardware issue because it’s just as bad if not worse with iOS 13.
I don't think it's a hardware issue at all because it's happening on too many of my devices as well as reports from others I know with different devices. aka, iPad Pro gen 1, iPad pro 12.9 2018, iPad 2018, iPhone Max, iPhone X, iPhone XR.
I'm pretty sure it's a software issue.

Well I can’t say for sure, but on several on our pads the issue of not responing to touch actually only goes for 95% of the screen. If you try to touch/scrool using the very most right part of the screen in landscape (the sceenpart up against the home button) it responds just fine. It’s the other 95% that goes unresponsive time and time again.
