PS: I eventually noticed other icloud sync issues (missing photos, passwords) on my M1 MBP. I erased SSD and reinstalled 11.2 from recovery. Recreated my accounts and haven’t had any similar problems. Definitely something wonkly with iCloud sync in either in 11.1 or the upgrade path to 11.2.

Just throwing in my experience, I was also having issues and then I realized that my firewall was turned on and BLOCK ALL INCOMING CONNECTIONS was enabled, which is different than what I thought normally would happen with the OS firewall. Maybe I'm remembering this wrong, but I thought the default state for the firewall is basically block everything, but system things like AirDrop would still be allowed to work, but apparently this is not the case.

Unchecking that box keeps the firewall ON but allows things like AirDrop to still work.

CMD+SPACE (search: ACTIVITY MONITOR)
Search: Finder (Double-click, Quit)

This will restart finder and AirDrop functionality too.
