I have done two successful installs today onto external Samsung T5s today with Full Startup Security and SIP enabled. This was a Mac on Ventura and I installed a Monterey (older OS) and a Ventura volume without problem. I did both from a bootable installers, not Recovery.

EDIT Caveat....my tests were using an M1 MBA. Have not heard of any differences for M2, but cannot personally vouch for that. There is no suggestion that M2 are any different from M1 in this detailed article.
I've tried to do exactly that, used an external Samsung T5s as a Monterey installer to downgrade my new M2 running Ventura. But it doesn't work, and it doesn't give me much in the way of error message, just "the update cannot be installed on this computer." Do you have any ideas what I could try?

Oh, right ;) It's a 14" MacBook Pro 2023 Apple 2T Max. The operating system it says in the "About this mac" window is Ventura 13.0
