App Store: This feature is temporarily unavailable

I had this message pop up for two apps I wanted to download. I simply closed the App Store app, reopened it and attempted to download the apps again. Second time it worked without any issues.
 
Very annoying since I always want to butcher the red app badges.
 
Same here. Can't install a new app I need. I went thru some steps of changing password, cycles of checking off terms & conditions, and verifying payment. Now I'm getting the "This feature is temporarily unavailable" message

edit: i was able to update a couple of apps.

So it's only certain accounts..
Ironically those are the same apps I'm trying to update.
 
ive been having the same issue in canada. i cant download or update any apps, but i was able to maybe 2 hours ago. very very frustrating

Same issue, I erased nba app, and was going to reinstall, getting this message. I tried a couple other apps, same result.
 
Seems to be a global issue. Getting same error here in the UK. Some apps okay... Had 17 to update... But now stuck with Outlook refusing to install the update altogether.

Weird. I'm able to switch to UK store to update some apps.
