As some other have said, I think it is a timeout with the login authentication or the app store is somehow losing the authentication. You would think signing out and signing back in would fix it but it didn't.

When mine wasn't working I would get prompted to login again to my iTunes account in settings multiple times a day. Since it started working I haven't been prompted at all to log in again.

When yours wasn't working, would your Updates tab take a long time to load? Mine takes a while to load and then finally loads.

For the others who are still having this problem, what about your Updates tab? Long time to load too?
 
With 20 updates queued, apps I couldn’t install and an inability to update to the new beta - I ended up doing an iCloud backup and restoring from that. Fixed everything.
 
So you restored an iOS 12 beta backup or went back to 11.4?

Yep, my updates take a while to load as well. That didn’t happen on iOS 11 so whatever is causing that may be contributing to the time out problem with purchases.

Didn’t check my purchases tab but I suspect it wouldn’t have been working if I had have. Had all the other issues though.

And yeah, iOS 12 iCloud backup, erase and restore. No data loss and pretty minimal downtime once I’d prioritised my frequent apps. They’ve certainly come a long way with the restore process.

Exact same issues, nothing new.

If it makes you feel any better, every since Tuesday this week the issue has returned for me. It was working perfectly for about a week.

Oh man, definitely DOES NOT make me feel better - I wouldn't wish this problem on anybody! But I guess it's true when they say that misery loves company....

I was able to fix my app store issue by downloading developer beta 3 (pb2), which was the last time the app store worked correctly for me, and manually updating via itunes. I then did a ota update back to pb4.
 
Interesting, so how does that work? Do you have to wipe your device prior or can you just install that beta version "over" your current version and your data?

It installs over your current version, no wiping the device. All the data remains.

I did notice, after going back to the older beta, that apps i updated when i was on pb3 had blank icons and app store showed I needed to update them. I didn't do anything. I went straight to the software updater and pb4 showed up. After the pb4 updated ota all app icons were back and app store worked as normal.

Issues I had:
1) software update would time out with a message unable to check for update
2) app store would show apps needing updating but none would download or install
3) icloud wouldn't backup my device

Steps to fix:
Download dev beta 3 https://ipswbeta.com/download-ios-12-beta-3-ipsw-iphone/
Open iTunes > Hold down option key while clicking check for update > click on the downloaded ios file
After install > goto software updater on phone > download and install

Okay, thanks for that. Seems your problems were different than mine (and others), so not sure it will work. May consider trying it in the near future though. I need to try and remember if I started having the problem with dev beta 1 or 2.
 
iOS 12 dev beta 8 and the problem is finally fixed!

Nice!!! Now I just have to wait for the public beta to roll my way....

Hopefully you'll be able to report back and confirm that it's working for you as well, fingers crossed.
 
What’s even nicer is the purchases list also loads much faster than I think it ever did.
Yup I definitely noticed that too. Everything seems faster in terms of the App Store - purchases, updates, etc.
